Description
This position is responsible for planning, directing, and supervising the operations and
maintenance activities of the Wastewater Treatment Plant, pumping stations, and related
facilities. The Superintendent oversees operational personnel, regulatory compliance,
budgeting, maintenance programs, and plant performance while ensuring safe, efficient, and
compliant wastewater treatment operations.
Essential Job Functions:
- Plans, schedules, supervises, and participates in the operation and maintenance of the
Wastewater Treatment Plant and pumping stations. - Supervises, assigns, evaluates, and directs the work efforts of plant personnel.
- Ensures compliance with all applicable federal, state, and local wastewater treatment
regulations and environmental standards. - Oversees wastewater treatment processes, laboratory testing, preventative
maintenance programs, and operational efficiency initiatives. - Develops and implements operating procedures, maintenance schedules, and safety
protocols. - Coordinates and oversees repair projects, equipment installation, and maintenance
activities. - Prepares cost estimates, monitors departmental expenditures, and assists in budget
preparation and administration. - Maintains operational, maintenance, laboratory, safety, payroll, and personnel records
as required. - Prepares reports and correspondence required by regulatory agencies and City
administration. - Coordinates activities with contractors, consultants, vendors, regulatory agencies, and
other City departments. - Makes recommendations concerning alterations and extensions to the plant in addition
to capital improvements. - Maintains the SCADA system.
- Responds to operational emergencies and may be required to work evenings, weekends,
holidays, or emergency call-ins as necessary. Superintendent shall be on-call every third
week. - Performs other related duties as assigned.
Requirements
Knowledge, Skills, and Abilities
- Thorough knowledge of wastewater treatment plant operations, equipment,
maintenance practices, and regulatory requirements. - Working knowledge of the chemical and physical processes involved in wastewater
treatment operations. - Ability to effectively supervise, train, and maintain satisfactory working relationships
with assigned personnel. - Ability to analyze operational and equipment problems and implement effective
corrective actions. - Ability to prepare and maintain accurate records, reports, schedules, and
correspondence. - Ability to develop long-term operational and maintenance plans and assist
administration in policy matters. - Ability to communicate effectively both orally and in writing.
- Ability to respond effectively to emergency situations as they may occur.
Minimum Qualifications:
- Associate’s Degree in wastewater technology, environmental science, engineering,
public works administration, or a related field preferred. - Experience with SCADA
- At least five (5) years of progressively responsible experience in wastewater treatment
plant operations, including supervisory experience. - Possession of a State of Michigan Class A Wastewater Treatment Operator Certification
is preferred at the time of hire or the ability to obtain the required certification within
one (1) year of appointment. - Valid State of Michigan driver’s license.
