Definition:
Plan, organize, and manage the operation and maintenance of City’s raw water conveyance, potable water distribution, and wastewater collection systems. Provide substantial support in coordinating the Department’s emergency response, and risk and resilience programs. Serve as the Operator in Responsible Charge for the wastewater collection and water distribution systems. Provide direct and frequent collaboration with the Public Works & Engineering Transportation System Manager including planning work, sharing staff and equipment, and providing supervisory support as needed.
Principal Duties:
- This position is responsible for the operations and maintenance of the City’s distributed utility assets including raw water conveyance, potable water distribution and sewer collection systems. The primary focus of the work is on the development and implementation of detailed operating plans that align employee work with training, plans and procedures, resources, compliance and customer goals. This position serves as the Operator in Responsible Charge for the wastewater collection and water distribution systems, in accordance with Colorado Revised Statutes Regulation 100 and the City’s adopted utility operating plan.
- Develop utility operations plans for each operating area emphasizing regulatory compliance, operating plans and procedures, work management systems, schedules and staffing, emergency readiness and response, and effective stakeholder coordination.
- Identify technologies and innovations that modernize and improve operations and maintenance. Work with staff to research and investigate emerging technologies and investigate methods for incorporating into utility O&M activities.
- Manage locate services and service truck operations to ensure compliance with 811 requirements and customer service goals.
- Manage camera truck operations and work with Engineering Services to ensure infrastructure assessments are property reviewed and followed-up on to ensure proper maintenance and replacement.
- Collaborate with Engineering and Development services related to planning activities and standards development.
- Support field services portion of meter maintenance and backflow programs.
- Oversee the planning, organization and assignment of personnel to projects and overall operations.
- Coordinate activities and programs with other divisions, departments, the public, contractors, and outside agencies.
- Actively participate with Engineering and Business Services in the capital planning process related to utility assets.
- Provide general and technical supervision of personnel directly or through subordinate supervisors. Evaluate performance and recommend/implement appropriate personnel action. Participate in and oversee the selection process.
- Ensure that the City is in compliance with all applicable local, State and Federal regulations and help with the interpretation of regulations and policies established by regulatory agencies (CDPHE, USEPA). Analyze operations and provide guidance to staff in meeting these regulations.
- Support the snow and ice removal plan on the City’s ROW and ensure assigned supervisors and employees are trained and ready for the snow season.
- Ensure safe work practices and procedures are followed, and that all safety regulations and City safety policies are adhered to. Establish standard operating procedures and policies.
- Assist with developing and administering the Division’s budget. Develop and/or review equipment and materials specifications. Control and authorize expenditures of supplies, equipment and services within guidelines and authority.
- Provide technical assistance to management and engineering personnel. Provide input to construction and engineering standards and projects as related to distribution, collection and treatment systems.
- Prepare, review and submit reports and proposals to improve the effectiveness and efficiencies of operational practices. Identify and recommend improvements for evaluation by the Manager, Director and Department leadership team.
- Oversee and establish maintenance management policies, procedures, schedules and methods to ensure proper maintenance of the City's raw water conveyance, water distribution, and wastewater collection. Evaluate operational efficiencies and identify/implement improvements.
- Anticipate possible operations and maintenance problems and develop contingency plans in advance.
- Resolve the most difficult and pervasive customer issues. Evaluate operations and customer services and make appropriate adjustments.
- Manage the personnel and functions in the focus areas including the acquisition and/or sale of equipment, delivery of service, billing and collection and other related services.
- Build alliances, foster effective teamwork and build constructive relationships within and between individuals and other work groups. Coordinate activities with other City departments, divisions and outside agencies.
- Ensure that all safety regulations and City safety policies are adhered to.
- Work with Environmental Services to identify new technologies and analysis for optimizing operations and investigating and responding to waste sources and other factors impacting water quality.
- The water, wastewater, distribution and collection facilities are 24/7 operating facilities requiring infrequent after hours response. Employees will be required to use cell phones while on duty and, on occasion, to carry a cell phone when assigned after-hours on-call duty.
Working Environment:
Work is typically performed in a construction environment, inside an office and occasionally in process buildings. Work may entail occasional exposure to chemicals and dust. Work typically includes moderate lifting, walking, standing, sitting, kneeling, and driving passenger vehicles. Requires the use and wearing of a City cell phone during and after-work hours.
Qualifications:
Any combination of education and experience that would provide a knowledge base similar to a Bachelor’s degree in a technical field such as, or similar to, Water Quality Technology, Engineering, or Construction Management. Five or more years of progressively responsible management experience in utility operation activities.
Special Qualifications: Possession of Water Distribution Class IV Certificate and Wastewater Collection Class IV Certificate or ability to obtain within two years of hire. Valid Colorado Driver's License.
