Northern Wasco County PUD is looking for a Staff Engineer or Senior Engineer (DOE) to join our team. This exempt, full-time position offers a Monday-Thursday, 4/10 workweek.
The Staff Engineer provides diverse, technical, internal engineering services in a wide array of categories. Plans, designs and coordinates electrical distribution power and power services to PUD customers. Maintains, repairs, and operates the utilities electrical system grid through managing power transmission and electrical distribution. Develops and supports customer and capital improvement projects and line extensions. Develops project budgets, administers contracts, and monitors job progress. Maintains customer liaison with individuals within or outside the organization, drafters and inspectors, as well as the work for outside consultants/contractors. Reports to emergencies and outages as necessary. Brings moderate to complex technical knowledge as subject matter expert.
The Senior Engineer is responsible to plan, scope, schedule and conduct complex and/or technically sophisticated engineering work requiring independent judgment for a variety of projects including work done by engineering consultants. This role will act as lead design engineer, project engineer or project manager on projects with novel, difficult and multi-disciplinary aspects, or features. Additional technical responsibilities include preliminary and final designs and design criteria as well as leading project teams and to interact with crew superintendents, foreman and contractors, other utilities, and regulatory agencies to troubleshoot and resolve problems during construction or installation. This position may be supported by other engineering staff on projects.
Compensation:
The specific job title and salary will be determined based on the candidate's experience and qualifications.
Staff Engineer - $96,699.20 - $145,048.80
Senior Engineer - $120,487.50 - $200,812.50

Requirements
QUALIFICATIONS: Recommended Education, Training & Experience (includes licenses or certifications): Other combinations of education and/or experience demonstrating the knowledge, skills, and abilities required to do the work will also be considered.
Education/Experience:
Staff Engineer
- Bachelor’s degree in engineering, electrical engineering with an emphasis on power engineering, or similar field required.
- Engineer In Training (EIT) certification required.
- Professional Engineer (PE) license strongly preferred.
- Minimum of five (5) years’ experience with applying electrical and/or power engineering principles required.
- Technical proficiency and experience using land survey equipment and relevant tools.
- Intermediate to advanced skills in technical modeling software (e.g., ESRI GIS, Milsoft Light Table, Milsoft Windmil, AutoCAD, Spidacalc, etc.)
- Intermediate skills in Microsoft Office Suite (i.e., Word, Excel, SharePoint, etc.)
- Strong customer service and communication skills, both written and verbal.
- Valid and current driver’s license. Driving record must be acceptable and insurable by NWCPUD insurance carrier at standard group rates. An annual consent for a release of one's driving record is also required.
Senior Engineer - Must meet Staff Engineer requirements plus:
- Bachelor of Science in Engineering or equivalent combination of education and experience required.
- Minimum of nine (9) years relevant experience required.
- Professional Engineer (PE) Licensure required.
GENERAL ACCOUNTABILITIES AND ESSENTIAL FUNCTIONS:
Staff Engineer:
- Leads project management activities including material coordination, scheduling, cost estimating, and efficient resource management. Works closely with customers and contractors and provides detailed, highly technical knowledge to project work.
- Designs line extensions and replacements and substation designs.
- Performs complex engineering analyses for projects and presents findings.
- Prepares engineering report computations, cost estimates, specifications, and other details as necessary.\
- Directs activities regarding construction, system improvement, and maintenance work for accuracy and completeness.
- Performs analysis for procurement of special and regular stock materials and equipment.
- Recommends new designs or improvements to electrical plant substations, transmission, and/or distribution lines.
- Develops technical studies such as coordination, sectionalizing, voltage, and fault studies to ensure protection of PUD’s electrical system.
- Assists in the planning for long-term and short-term construction work within existing limits.
- Interfaces with balancing authority operations and large customers.
- Attends relevant meetings and provides technical input as needed.

Senior Engineer
- Perform complex and technically sophisticated engineering design and analysis in the electrical transmission and distribution field.
- Perform complex and technically sophisticated engineering planning, feasibility studies (including technical report writing), cost estimating and economic analyses.
- Develop alternatives to help determine solutions to operational problems, regulatory concerns, efficiency improvements, asset management issues, etc.
- Lead and manage engineering projects from concept to close out including the development and implementation of the scope, schedule, and budget for complex projects.
- Negotiate and manage consultant contracts for project work.
- Prepare cost estimates.
- Ensure engineering QA/QC procedures are adhered to.
- Develop inspection and testing plans.
- Troubleshoot operational and maintenance problems at the request of O&M staff. Writes brief reports describing possible solutions and recommendations.
- Leads the selection, specification, procurement, installation, testing, acceptance or electrical power equipment, infrastructure, or facilities including the implementation of inspection and testing plans.
- Participates in work process improvement efforts primarily as a member of interdisciplinary work teams.

Staff Engineer

- Shares knowledge, expertise, and guides lower-level professionals and non-exempt staff on methods and procedures.
Senior Engineer:
- No supervisory responsibilities
- Shares knowledge, expertise, and guides lower-level professionals and non-exempt staff on methods and procedures.
- Provides technical oversight for preliminary and final designs and design criteria.
- Assists with developing and presenting training classes and formal presentations.
Mental or Visual Demand: Continuous mental and/or visual attention; the work is either repetitive or diversified, requiring constant alertness to monitor the production process and/or identify defects.
Working Conditions: May be exposed to the following elements: dust, dirt, heat, cold, noise, vibration, water. Work is typically performed under reasonably good working conditions; while exposure to any or all of the above elements may occur, such exposure is generally not present to the extent of being disagreeable.
Physical Requirements: Must be able to sit, stand, walk, grasp, pinch, keyboard. Push up to 50lbs, lift, pull and carry up to 25lbs.
