Description
Job PurposeThe Senior PMO Lead acts as the high-level strategic orchestrator bridging business growth and strict regulatory compliance. Operating as a senior individual contributor, you will run the project management office to execute the Hong Kong CEO's strategic roadmap. You will guide cross-functional teams to launch business initiatives that satisfy the requirements of our comprehensive regulatory portfolio, including the Securities and Futures Commission (SFC Types 1, 4, 9), Registry of Trust and Company Service Providers (TCSP), Customs and Excise Department (MSO), and Money Lenders Registry (MLO).
Key Responsibilities
Regulatory Liaison & Interface
- Central Liaison: Serve as the direct operational point of contact for the SFC, Customs and Excise Department, and the Companies Registry.
- Regulatory Submissions: Own the coordination, drafting, and timely delivery of license maintenance, inquiries, and regulatory reports.
- Regulatory Translation: Monitor regulatory updates and translate complex requirements into actionable project deliverables for internal teams.
Commercial Enablement & Compliance Safeguarding
- Frontline Partnering: Advise commercial teams during the design phase of new financial products, marketing campaigns, and market expansions.
- Guardrail Structuring: Define compliant operational paths that allow the business to scale rapidly while remaining fully aligned with financial laws.
- Silo Elimination: Connect frontline revenue generators with internal Legal, Risk, and Compliance gatekeepers to accelerate time-to-market.
Cross-Functional Project Execution (IC PMO)
- Portfolio Governance: Standardize and run the project management framework for all major Hong Kong business objectives.
- Influence Without Authority: Lead project workstreams by aligning matrixed teams (Tech, Operations, Product, Compliance) without direct line management.
- CEO Reporting: Provide data-driven progress updates, milestone tracking, risk assessments, and blockers directly to the CEO.
Requirements & Qualifications
Experience & Background
- Professional Experience: 7+ years of project management, compliance, or regulatory operations experience in a fintech, brokerage, digital asset firm, or complex financial services group.
- License Framework Mastery: Direct operational experience working within an institution holding SFC licenses (Types 1, 4, 9). Hands-on familiarity with TCSP, MSO, or MLO regimes is highly valued.
- Lone Operator Capability: Proven ability to manage large-scale corporate initiatives independently as an individual contributor.
Skills & Capabilities
- Stakeholder Management: Exceptional capability to influence senior executives, defend regulatory stances to commercial teams, and communicate professionally with local regulators.
- Regulatory Literacy: Strong understanding of the Securities and Futures Ordinance (SFO), Anti-Money Laundering Ordinance (AMLO), and Money Lenders Ordinance.
- Languages: Complete fluency in written and spoken English and Chinese (Cantonese and Mandarin) for regulatory correspondence.
