Rapyd is seeking a highly skilled and experienced MLRO / Compliance Officer to join our team in Singapore. In this role, you will be responsible for ensuring our operations comply with MAS regulations, internal compliance policies, and international standards across our global activities. This is a hands-on senior role accountable for regulatory compliance, legal advisory, and the formal MLRO function, requiring strong subject-matter expertise in Singapore's financial regulatory environment, particularly related to AML/CTF, payment services, and financial crime prevention. The successful candidate will be comfortable operating at pace in a high-stakes regulatory environment.
The role is based in Singapore (on-site) and reports directly to the Singapore Board with a dot line to the Head of APAC Compliance based in Hong Kong. While the primary focus is on Singapore regulatory compliance, the position supports global compliance strategy and requires a broad regulatory perspective.
Key Responsibilities
- Develop and maintain compliance policies and procedures in accordance with MAS regulations, the Payment Services Act, and other applicable local and international regulatory frameworks.
- Serve as the accountable MLRO and primary regulatory contact for MAS, managing supervisory examinations, MAS Notice compliance (e.g., PSN01/PSN02), section 46 queries, AML/CFT thematic reviews, and regulatory filings and responses.
- Own ongoing MAS correspondence and regulatory commitments - drafting management action plans, tracking deliverables, and corresponding with MAS through to closure.
- Lead the investigation and reporting of suspicious transaction activity, sign off on STRs as MLRO, and ensure alignment with AML/CTF best practices.
- Advise on the design and optimization of transaction monitoring rules and risk typologies in partnership with global compliance and analytics teams.
- Monitor changes in Singapore's regulatory landscape and translate evolving obligations into actionable compliance initiatives.
- Lead regulatory audits and internal reviews, prepare audit responses, and drive timely remediation of compliance findings to closure.
- Deliver compliance reporting and dashboards to senior management, highlighting trends, risks, and required actions across jurisdictions.
- Operate hands-on environment - drafting policies, reviewing cases, and engaging regulators directly.
Requirements
- Bachelor's degree in Law, Business, Finance, or a related field; a legal background or experience in a regulatory body (e.g., MAS, FATF) is highly desirable.
- 8+ years of compliance experience, with a minimum of 3 years as MLRO or Deputy MLRO at a Singapore-licensed Major Payment Institution (MPI) under the Payment Services Act.
- Strong knowledge of Singapore's AML regulations, the Payment Services Act, and experience with licensing obligations and regulatory reporting - specifically within an MPI licence class.
- Demonstrated track record of managing direct MAS supervisory engagement - including examinations, regulatory queries, and Notice compliance - with evidence of outcomes such as successful remediation of regulatory findings and licence renewals.
- Proven experience leading regulatory remediation programs: drafting management action plans, managing delivery against regulatory commitments, and engaging MAS through to resolution.
- Experience working in global organizations or supporting cross-border compliance functions is preferred.
